As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet this basic qualification requirement will disqualify an applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These will be made against the Executive Core Qualifications and other technical requirements of the position. To meet the minimum qualification requirements for this position, your 2-page resume must show possession of the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) listed below to be considered. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. Note: Please do not address the MTQs nor ECQs through submission of separate narrative responses- written narratives will not be reviewed for consideration. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. MTQ1. Demonstrated experience leading, managing and supervising an investigative organization to include but not limited to, advising, developing, implementing, and managing investigative reports, policies, procedures, and standard practices. MTQ2. Demonstrated experience as a Criminal Investigator or an equivalent position in leading, managing, and supervising a geographically dispersed investigative staff conducting broad-ranging and complex investigations and investigative matters relating to alleged violations of criminal laws focused on civil rights and civil liberties, corruption, fraud, waste and abuse. MTQ3. Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the most senior organizational leaders, representatives of external and interagency committees, and audiences varying widely in background, experience, and level of understanding on matters which may be sensitive, controversial, and complex. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. 1. Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. 2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES. The qualification requirements listed above must be met by the closing date 08/17/2026 of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
