To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Overseeing or managing a complex function for a large organization in an area such as site operations; Implementing or communicating the strategic vision and organizational progress of a program; Leading, managing or monitoring contractor personnel and ensuring compliance to program requirements and regulations.
